  • Legislative Package Targets Ongoing Crime

    Protecting our police officers

    • Requires a defendant who commits aggravated battery against a police officer or who brings a weapon or contraband into a penal institution to serve at least 85 percent of their sentence.

    Holding violent offenders accountable

    • 10-and-life for violent firearms offenses. Provides that first time convictions for the following offenses carry a mandatory 10-year sentence, second time offenses carry life sentences:
      • Aggravated discharge of a firearm.
      • Use of a stolen or illegally acquired firearm in the commission of an offense.
      • Unlawful use or possession of weapons by felons.
      • Armed habitual criminal.
      • Aggravated vehicular hijacking or aggravated carjacking.

    Commits juveniles to the Department of Juvenile Justice for the use or discharge of a firearm in a school that results in bodily injury or death to any person.

     

    Fund the Police Act

    • Provides grants ($125 million/year) to local governments for the hiring, rehiring, and retention of law enforcement officers; funding body camera mandates, including data storage costs and personnel; funding for mandated training; assisting with outreach and community policing; assisting with mental health treatment of individuals in county jails; and purchasing public safety equipment to keep officers and communities safe. Grants to be administered by ILETSB.

     

    Strengthening our gun laws

    • Sets a mandatory minimum penalty for gun-trafficking/straw-purchase offenses. Imposes a 10-year minimum sentence on those who sell or give firearms to convicted felons.

    Getting tough on carjackings

    • Restores the automatic transfer of aggravated vehicular hijacking and armed robbery by a juvenile with a firearm to an adult court. Prevents “catch and release” of juvenile carjackers by requiring a shelter care hearing to determine if it is safe to release the juvenile or if the state needs to continue holding them until the adjudicatory hearing.

     

    Remedying the Democrats’ failed attempt at bail “reform”

    • Repeal the changes to the Bail Reform Act contained in PA 101-652.

    Health

    Surgical Smoke Evacuation (SB 3011): Provides a new definition for a “surgical smoke plume evacuation system,” which is a dedicated device that is designed to capture, transport, and filter surgical smoke plume. States that the device is to protect all the individuals in the room, not just the employees.

    Follow-up Healthcare (SB 3023): Changes the “follow-up healthcare” definition for medical forensic services to be rendered, from 90 days after initial visit to 180 days.

    Behavioral and Mental Health

    Statewide Trust Fund (SB 2945): Creates the Statewide 9-8-8 Trust Fund in the State Treasury to create and maintain a statewide suicide prevention and mental health crisis system pursuant to the National Suicide Hotline Designation Act of 2020.
